Commissioning
Commissioning is executed following construction and prior to commercial operation of a plant. Its purpose is to hand over a safe, efficient and operationally reliable plant to the customer in accordance with design and project specifications. It is the planned coordination and execution of the final stages of construction and the beginning of production.
Commissioning typically includes three phases; pre-commissioning, commissioning and start-up. Pre-commissioning commences during the final stages of construction and incudes initial tests, construction ‘punch lists’ and check sheets, instrumentation loop checks and more. Commissioning involves running and testing the plant. As the final stage, start-up finally brings the plant into commercial operation.
Commissioning is highly specialized area requiring a complex mix of engineering and plant operation expertise and experience. Commissioning personnel collaborate closely with engineering, fabrication, construction and vendor personnel early during the engineering phase of a project, including design reviews, HAZID workshops etc, providing commissioning expertise during design for operation and maintenance. Early involvement of commissioning expertise ensures operational and functional efficiency and reliability, smooth performance testing, start-up and handover. Chiyoda commissioning personnel are experts in advanced digital technology, project management and analysis, essential for cost-effective and efficient planning, execution, control and troubleshooting during commissioning and start-up.
Chiyoda’s commissioning department uses an Uninterrupted Startup (UISU) program based on quality control concepts and including lessons learned in engineering design, construction and commissioning from previous projects.

Commissioning Planning
Successful commissioning commences with commissioning planning to establish a framework for how and when the commissioning activities will be accomplished, identifying all parties involved, roles and responsibilities and required documentation. Systems and sub-systems are commissioned and handed over in order according to commissioning and test operation schedules and milestones, utilizing digital technology to effectively manage on-site operations.
Uninterrupted Start-up Program
Chiyoda’s Uninterrupted Start-up (UISU) program is an ‘in-house’ developed reliability improvement and start-up strategy program, incorporating lessons learned and best practices from previous projects and how commissioning and start-up challenges were identified and resolved, ensuring seamless continuity between engineering, construction, commissioning, start-up and handover.
